Personnel Continuity

Kokushi documents distinguish person, role and personnel identity in ways that make replacement-worker rumours harder to dismiss.

Person ≠ role ≠ identity

Internal material sometimes separates:

  • PERSON — biological or legal individual
  • ROLE — organisational function
  • PERSONNEL IDENTITY — number, history, permissions and behavioural profile

The word continuity appears repeatedly without a stable definition.

Kokushi now reports 98.2% placement continuity, counting colleagues undergoing reassignment as continuously placed. Its public Human Continuity material promises that routines, relationships and responsibilities continue when a colleague becomes unavailable.

The most disturbing possibility is not that Kokushi preserves a person.

It is that Kokushi preserves the personnel identity after the person is gone.
